Sri Lanka Tea Board provides the following range of services to the Tea Planters, Tea Exporters and Tea manufacturers within Sri Lanka. Our services include but are not limited to:

Functions of Sri Lanka Tea Board

  • Regulating the activities of the tea industry in Sri Lanka.

  • Marketing and Promotion of  'Ceylon Tea' in Sri Lanka and abroad. Promotion includes Brand Promotion, Generic Promotion and Uni-national Promotion.

  • Market research on tea and provide market intelligence to the tea industry.

  • Advise the Minister on policies relating to the tea industry.

  • Prepare manuals containing information relating to the various schemes provided for under the SLTB Act.

  • Enter into agreements for cooperation with other institutions, whether in Sri Lanka or abroad, having objects wholly or partly similar to those of the Board, for the furtherance of their common objects.

  • Promote investment in the tea industry.

  • Collect and disseminate data on the tea industry.

  • Monitoring and evaluating the effectiveness of program activities of other Tea Related Institutions and TASL.

  • Assist technical and economical research, related to tea industry.

  • Maintain quality standards of tea.

  • Publications.

  • Administration and Financial Management and Maintenance of infrastructure facilities of SLTB.

  • Protect and safeguard intellectual property rights of geographical indications, Pure Ceylon Tea and the Lion Logo

  • Promote good manufacturing practices through awarding certificates to tea industry stakeholders.

  • Provide laboratory and technical services to the Tea Trade.

Tea Promotion Division

Tea promotion Division is the promotional arm of the Sri Lanka Tea Board and is responsible for promotion of Ceylon tea locally and abroad. The promotional actvities undertaken by SLTB can be broadly categorized into three areas.

i. Generic promotion of tea

ii. Uni-natinal promotion of Ceylon tea

iii. Promotion of Ceylon tea brands

The services offered by the Tea Promotion Division includes the following.

  • Provides up to date tea market information

  • Issue of bi-monthly newsletter

  • Act as a clearing house for trade inquiries

  • Provides promotional material, brochures & posters etc on Ceylon tea

  • Assists local exporters to participate at selected international Food & Beverage fairs

  • Assists local exporters to promote their tea brands

  • Assists local exporters to meet with foreign buyers

  • Help to resolve trade disputes between the exporters & importers of tea

  • Maintain a sales outlet for sale of high quality Ceylon tea

  • Advise the exporters on marketing of tea abroad

Tea Commissioner's Division

  • Collection of Statistics of Production and Export of Tea.

  • Registration of tea manufacturers and the tea factories operated by them

  • Licensing of Dealers in green tea leaf.

  • Licensing of purchasing, processing and sale of refuse tea

  • Registration of tea exporters.

  • Implementation of reasonable price formula.

  • Enforcement of minimum quality standard at all disposal points.

  • Registration of tea warehouses

  • Extension and adversary services to bought leaf tea factories.

  • Interest subsidy scheme for providing of working capital loans to private tea factories.

  • Many more as and when assign by the secretariat.

Market Information Center

  • Dissemination of tea related information to tea trade and tea industry locally and globally.

  • Maintenance of the Sri Lanka Tea Board web-site

  • Publication of Annual Statistical Bulletin and Monthly Statistical Summary of the Sri Lanka Tea Board

Analytical Laboratory

  • Maintaining of ISO minimum standards at all points of disposal of made tea

  • Certification of ISO 3720 standards on tea

Tea Tasting Unit

  • Lion Logo Scheme
    1. Granting of franchise rights to use Ceylon tea Lion Logo and monitoring of the implementation of the scheme.
    2. Registration of Ceylon tea Lion Logo in overseas markets.
  • Conducting tea tasting sessions and tea brewing methods to hotel staffs.
  • Monitoring of Pre-Auction and Pre-Shipment teas
  • Price ratification of Direct, Private and forward contract teas.
  • Issue of Quality Certificates for teas exported to Russia and CIS.

The goals for the National Tea Industry and the Sri Lanka Tea Board :-

  • To ensure that tea growers, manufacturers, and exporters achieve international quality standards while satisfying consumer preferences.
  • To ensure that growers and manufacturers achieve optimum return on their investment / value for the product.
  • To sustain the leadership in quality excellence as a tea supplier to the global market.
  • To encourage product and market diversification.
  • To provide easy access to affordable up to date market intelligence for the benefit of the industry.
  • To climb up the value chain by enchancing value addition, promoting, branding and marketing of Ceylon Tea.
  • To review legal framework to meet with the present day and future needs of the industry.
  • Capacity building of work force attitude changes and empowerment by opening up of opportunity.

The Objectives

  • 5 % registered manufactures and exporters of tea to reach HACCP certification standards annually by following GMP.
  • 5 % of tea growers to apply GAP annually in order to ensure optimum MRL results.
  • Ensure sustainable profitability of the manufacturers while ensuring improved living standards of laborers / leaf suppliers.
  • Automation of Pre and Post auction procedure to develop transparency of mechanism.
  • All Stakeholders to be subjected to international quality standards certification (ISO 3720, ISO 22000, HACCP) and adherence of MRL's progressively.
  • Ensure value growth of 5% p.a. over the next five years at Colombo auction.
  • Retain existing markets, Regain lost markets and Penetrate into new markets.
  • Market Intelligence Activities to be enhanced further to meet the increasing demands of the Industry.
  • Value added component of tea exports to be increased from 60% to 75% while enhancing unit FOB value from US$ 4.50 to US$ 5.75 by 2015
  • Review all Laws & Regulations pertaining to the National Tea Industry and take steps to make the Sri Lanka Tea Board Law No.14 of 1975 the only authoritative law for the Tea Sector.
  • Progressive automation of all segments of the organization in keeping with the "Mahinda Chinthana" Programme.
